How do you ensure that IT line managers are involved in strategic IT planning?

“First, you’ve got to get the executive IT people involved in the corporate IT planning. The CIO’s are not always at the table and that’s where the disconnect is in business. I could be a top leader in IT and have a strategy, but it may not be tied to the business appropriately. Historically, strategic IT planning was all about managing infrastructure and budget; when is that hardware going to die and when is that software license going to come up? Now, more and more of that is not happening on their own premises, it’s being outsourced to another party. So how do we interact? Do we use a philosophy like ITIL, Information Technology Infrastructure Library?”
