(Latin America) Melisa Breda, Undersecretary for Evidence-based Public Policies, Government of the City of Buenos Aires, Argentina, speaks with Maria Espona, Professor-ArgIQ and CDO Magazine Editorial Board Member, in a video interview about data-driven decision-making, digital transformation, collaboration, and the need for cultural change.
An economist by training, Breda runs the data office in Buenos Aires. The goal of the organization is to promote open data. She explains that the data office is working on transforming Buenos Aires into a data-driven city with a data-driven government and encourages more data-based public policies, Breda explains.
She states that while data is a valuable asset for any organization, it only acquires value when it is transformed into information that can be used to make better decisions.
Breda says the job requires collaboration between various ministries and treating other departments as strategic partners.
Elaborating further, Breda says she needs to understand their pain points, solve them, and help them continue the work. While some of the areas are very mature in terms of data governance, others are just starting.
Concluding, she adds that she wants to bring data culture to these areas, decentralize data access capabilities, and transform data into valuable information.
