(US and Canada) Joshua Martin, Chief Data Officer, Indiana Management Performance Hub, speaks with Adita Karkera, Chief Data Officer, Deloitte Government and Public Services, about his responsibilities and the collaborative role of Indiana MPH as an organization.
Martin says that the CDO role was created with a couple key responsibilities -- guiding data analytics and quality across the state, and driving transparency efforts to advise and assist different agencies and partners.
He describes the Indiana Management Performance Hub as a centralized analytics organization that uses data collected by the government to provide better citizen services and to deliver better outcomes for governmental programs. Martin says that MPH was created to bridge the performance side of the government, and to work with different programs and state agencies to develop key performance indicators or outcomes with technology.
MPH also acts as the conduit for inter-agency data exchange, making data available to other executive branch agencies, the public, and other entities that can leverage that data for the public good, Martin adds.
When asked about prioritizing the different needs of data for multiple stakeholders, he says that the most impactful areas generally get higher priority. However, Martin mentions that there are occasions like COVID when priorities are set by default and cannot be chosen.
Concluding, Martin points out that another key role of MPH is to explore areas lacking the data required to make better decisions and to understand the effects of policies.
